Creating Custom Polyglot Opening Book with Percentage Scores

I am relatively new to chess opening books in a computer software context. I have a good idea of what openings I want to add to my new book, but adding the specific details of each individual move I'm not sure about.

For example, I would like to add some moves that would have a very low, or none at all probability of being played so that good responses to these errors can be added. I can therefore also use it as a reference. I also want to add Scores to each move, where a percentage of white win, draw, black win is displayed. I know this is possible as I have seen it done, but can't find it again and can't figure out how to do it.

I am not interested in collating a database of strong tournament games and creating a polyglot from there, I am more interested in starting from scratch adding exactly the moves I want. Any advice where I can do this manually myself? Are there any GUI shortcuts or must it be done by creating a PGN and then converting it to BIN?
