Is possible to export a ctg book in pgn format?
If yes, what is the tool that can help me?

Do not confuse apples with onions.
Books(ctg or bin or whatever else) are one thing, they are collection of "positions" while databases(pgn or cbh or whatever else) are another thing, they are a collection of games. So, is not matter of been possible or not, it is just unthinkable.
If you meant to ask if a chessbase database (cbh) can be turned into pgn database, then the answer is yes. But, "export" is not the term to use in this case. You need to create a new empty database, then copy and paste all the games or just the games you want/need from the cbh database into the newly created pgn database. How to do this? Well, use Google and/or Fritz help.

Using engines to cheat:
