Best advice is to always set everything to do with the game and timings first - then do the book settings. Otherwise book settings get returned to default.

Where are the settings to govern the access of the engine in polyglot to the openings book?

Look at any polyglot.ini (there is one included in YaY) and you'll see something like this:
There is only two settings: One that says if a book should be used and one that tells the path and name to the wanted book.
That's it, polyglot books used diferent heuristics than other book formats, so do no expect to see settings like the ones in chessbase programs like Fritz.

tweaking and customizing book
When they say
(optimize 0/100 learning:ON)
how do i do that in fritz 11 book options.
do i press optimize put minimum games to 0 and then up to move 100 then move the sliders for influene of learning and learning strength all the way up.
